Why do some grocery stores have 'cart locks' that freeze the wheels at the exit, while other stores don't seem to care if you walk off with the whole cart?

I today saw someone’s cart just... stop. The wheel locked up right at the door and they had to drag it. Meanwhile, the grocery store down the street doesn't have any of that tech. How does the cart actually 'know' it's at the door?
