Looking for a Developer Strap in The Netherlands

I have a vision pro that has a a older firmware where you can't reset the pass code through the headset itself and you need to restore it. Since i live in the Netherlands and im not sure if the Apple Store offers support for this i was wondering if someone had a Developer strap i could rent for a few days to restore it.

Billing fails no matter what I do

I just got a new phone, and every time I go to update my payment methods, no matter what I do it continues to say failed. I’ve tried my apple pay, i’ve tried retyping the address, completely removing the card and re-adding it- literally anything. Any advice?

Does resetting my device go back to ios 18 and if not is there any possible way to revert back to it without a pc?

UPDATE: Friend said he got arrested for nonpayment

He's furious with me for not paying his hotel bill. Said he got arrested and bailed himself out with cash. The odd thing is he said he's \*back\* staying at the hotel, and they are about to take his phone if they don't receive payment. Of course, he's begging me to pay.
