Is this permanent vinyl, adhesive backed?

Cant ask in the crafts subreddit thx. But what also confused me was, they had loose single sheets on the same shelf, but it really seemed like they didnt have adhesive? Why is the parking around Broadway and cambie so expensive?

More specifically the area near the Michaels store. The price for parking is $8 / hour which is something I'd expect to pay in downtown. Is there a particular reason why it's this expensive in a seemingly normal area of the city. Is it to offset the sky train cost of construction? How many hours does the average Michael's store get? At my company, a store that does about 4.5m/yr would get about 225 hrs/week not including management (but including Shift Sup or similar position) I ask because I have an offer and just looking to see what I would have to work with at a store.
