Car shut off at red light?

Car won’t start for several minutes after refueling, recently shut off at a red light. Was given a diagnostics report from Advanced Auto Parts a few months back that an EVAP Canister Purge valve must be replaced. I was wondering if my issue was related to that or something else entirely.
