Identifying help.

I found this at a DDs Discount store near me. I know its a Tokyo Revengers themed Tama based on the characters that I recognize. My main question is mostly if this is an actual Japanese Tama that got to the states somehow or did these release in the states like this. Next question would be is playing these the same as an american one or should I find a translated manual on the net?
