Why are some floor jacks way cheaper than others?

I recently learned to change my oil and need to buy a floor jack - I drive a 4500 pound minivan so I’m looking at 2.5 ton jacks. Came across these this weekend on my roadtrip across the half the country for holidays and most stores didn’t an in stock or just didn’t have a display for them. But just noticed the USA on the tool then checked the packaging. With these likely getting clearances out. Are these likely the first generation ICON tools Harbor Freight had.
