Can anyone explain what causes this light to skip rotation in the morning?

In the morning around 7am this light, specifically if you're trying to go across (Like from murphy to the ingles side), the going straight light will not turn green, it'll skip rotation and sometimes people are there for several minutes until it decides to turn green.
