Any animal welfare I can call? Pet shop is keeping kittens in cages outside on display

It's so cold outside and I'm seeing 3 kittens kept together in one tiny cage. One cat sleeping below in filth because right above them they are keeping birds who shit in the cages below. So many birds also all in one cage. Who can I report this to? Does anyone even care?

Are these female bettas? Pet store did not advertise as Bettas.
