Can I use my phone when there are no guests?

Tomorrow is my first day of work. Since the Kroger store where I'll be working isn't usually very busy—and because my shifts are typically only four or five hours long—I was wondering: are we allowed to briefly use our phones or listen to music during downtime or when there are no customers around?
