Is it legal to consume something in a store before you buy it?

Like can i open a soda and drink it before paying? Can i eat a whole box of Cheez-itz and then only pay for the box? Also, if you're the manager of the store, can you just go take things off the shelves and eat em? Let's say i was the manager at dollar tree, could i just grab a bag of gummy bears and start eating them? And if i can't, how would they enforce that?
