2 GPU fans start up at 100% and 3rd idles

Hey all, I just upgraded from a 3060 12GB to an open box gigabyte 5070 12GB from Best Buy. Drivers are installed and everything runs perfect fine but 2 of my fans are staying locked at Max speed despite using NVIDIA app and Afterburner. 3rd fan is not moving. Could this be a mistake on my part? Or is this an open box problem and I should return the GPU? Thanks!
